Bob was born on March 25, 1931, in New London, Connecticut, the son of Joseph E. and Mary (Rogers) Francis. He married Therese Heller on June 26, 1954, at St. Joseph’s Church, Sinsinawa, Wisconsin. She preceded him in death on October 21, 2005. He married Alvara “Vi” Wiederholt Kirchen on September 22, 2007, at St. Francis de Sales Church in Hazel Green. Bob served in the army during the Korean Conflict. He worked as an inspector at John Deere Dubuque Tractor Works. Bob enjoyed fishing and hunting. He was a member of St. Francis de Sales Church, American Legion Post #526 in Hazel Green, and UAW Local #94. Survivors include his wife, Alvara “Vi”, of Dubuque; two daughters, Pat “Patty” Pluemer, of Lancaster, and her children, Jeff and Cindy Lange, and Carol (Al) Bausch, of Oregon, Wisconsin, and their children Alex and Carly Bausch; and three stepchildren, Lisa (Mark) Krieg, of Dubuque, and their children, Benjamin and Heidi Krieg, Kevin Kirchen, of New York, NY, and his son, Noah Kirchen, and Lynn (Randy) Tschiggfrie, of Columbia, Missouri, and their children, Katelyn and Lauren Tschiggfrie. He was also preceded in death by a son-in-law, Jerry Pluemer Jr.; three brothers, George, Ray and Joseph; and a sister, Ann. In lieu of flowers and plaques, a Robert D. “Bob” Francis Memorial Fund has been established. The family would like to thank Hospice of Dubuque for their compassionate care.
